Q1. What if the construction project involves huge expenditure and the estate needs to pay in advance?
According to the requirements of the “EV-charging at Home Subsidy Scheme” (“EHSS”), applicants may have to settle payment for the construction project before any subsidy is granted. We therefore suggest you discuss estimated construction costs with fellow owners in your estate at your earliest convenience, and reach a consensus on the advance payment issue.

Applicants should also take note of the cost difference issue. According to the Environmental Protection Department’s “EV-charging at Home Subsidy Scheme” application notes, applicants must make up any difference if the selected contractor’s final cost of installation is higher than the market price estimated by the Environmental Protection Department’s adviser.

Q1.1. Do other options exist if my estate does not pass the resolution to make advance payment? Or does not wish to make payment in advance?
Smart Charge provides home charging solutions to serve EV owners on private residential estates on the basis of monthly subscription plans. In order to provide such a service, Smart Charge builds EV-charging infrastructure on an estate, and in most cases, will absorb the cost of construction. An estate does not need to worry about using its funds, or running a tender exercise and going through the process of claiming the subsidy. Smart Charge will also take care of the operation and management of an EV-charging network, as part of its one-stop EV-charging service. This saves an estate the need to draw on additional manpower, funds or other resources.

Q2. Is it necessary to install an electricity meter dedicated to each parking space? If so, is it necessary to amend the Deed of Mutual Covenant (DMC)?
Yes. A separate electricity meter is needed for each parking space. The Deed of Mutual Covenant (“DMC”) is a private contract between the owners of apartments and the building’s property owner. EHSS applicants need to evaluate the implications and ramifications of installing electricity meters in the context of the DMC, according to terms agreed by the Environmental Protection Department, the construction project consultant and the incorporated owners committee. The above-mentioned scenario may change, depending on the situation on each estate. Smart Charge would be happy to provide information about construction works required when installing EV-charging infrastructure, and would help EHSS applicants evaluate the potential impact of a construction project on the building concerned.
Q3. Is it necessary to upgrade an existing fire safety capability when installing an EV-charging facility?
According to Fire Services Department (“FSD”) Circular Letter No.4/2020 – Additional Fire Safety Requirements for Car Parking Facilities installed with Electric Vehicle Charging Facilities, estates that submitted building plans before September 1, 2020 are encouraged to, on a voluntary basis, install a fire detection system. However, as such additional fire safety requirements took effect from September 1, 2020, estates that submitted building plans after September 1, 2020 must upgrade existing fire safety facilities according to fire safety requirements.

If you plan to make an “EV-charging at Home Subsidy Scheme” (“EHSS”) application and decide to install a fire detection system, installation works meeting EHSS requirements may be covered by the subsidy, subject to approval of the Environmental Protection Department (EPD). Q4. Do EV owners need to appoint a contractor to install an EV charger for their own individual parking spaces after EV-charging infrastructure has been installed?
Yes. The “EV-charging at Home Subsidy Scheme” (“EHSS”) subsidy covers only the cost of installing EV charging-enabling infrastructure. When such infrastructure is installed, an estate/ EV owner needs to appoint a qualified Registered Electrical Contractor or Registered Electrical Worker to install EV-chargers at its own cost. However, please take note of the following:

1. A variety of EV chargers are available on the market, each with different specifications and functionality. Estates are encouraged to select a suitable and safe EV charger with care and decide whether to install one single model of EV charger for the entire car park, or allow individual EV owners to install EV chargers of their own choice.

2. If an estate allows individual EV owners to install EV chargers of their choice, a standard should be established for all EV chargers to meet. An estate should also consider consequences that may arise from allowing installation of different charger models in a car park. Factors to consider include overall look of a car park and issues such as whether the electricity supply would be affected in terms of safety and reliability, as well as whether such a scenario would add complexity to maintenance work.

3. Estates should also consider whether such an approach would produce challenges when carrying out future upgrade work, especially if the EV chargers concerned constitute a mix of brands and specifications. For example, would such an approach create difficulties when adding and running a load management system in the future?
Q4.1. Is there any way to simplify the process of installing EV-charging facilities?

Q5. How are daily operations, maintenance work and annual health checks at an EV charging facility being handled?
Daily operations, maintenance work and annual health checks in respect of an EV-charging facility are not covered by subsidies from the “EV-charging at Home Subsidy Scheme” (“EHSS”). EHSS applicants have to take ownership of such responsibilities, or pay a third party to handle such works.
Q5.1. What can we do if our estate does not have the manpower and resources to handle everyday operations, and if we are not familiar with the maintenance work and annual health checks required by an EV-charging facility?

Q6. Would we need to apply to the power company for additional electricity supply, in case our estate runs short in the future?
According to the Environmental Protection Department’s “EV-charging at Home Subsidy Scheme” (“EHSS”) application notes, the EHSS subsidy will not cover works required to address a charging system’s need for more capacity after rolling out the infrastructure. If the estate runs short of electricity, applicants need to apply for an upgrade of power supply from the power company, or seek advice from a third party.
Q6.1. What can we do if we want to make use of the estate’s existing power supply more efficiently to avoid running short of power in the future?
An estate could consider including a load management system when installing an EV-charging facility. Such a system carries out real-time monitoring and analyzes load conditions in respect of EV-charging facilities. This enables adjustment of an individual charger’s power output in order to ensure electricity is distributed to each charger in an efficient manner. This would enable more EVs to charge at the same time, while reducing the likelihood of overload. However, please note installation of a load management system is not covered by the EHSS subsidy. It is therefore suggested that applicants install a load management system according to need and at their own cost.
Q6.2. Can Smart Charge help us install a load management system?
Smart Charge will install EV-charging infrastructure on a residential estate to provide a monthly subscription service to EV owners. If considered necessary, Smart Charge would install a load management system for the estate and bear the cost. In most cases, the construction cost of an entire set of EV-charging infrastructure is absorbed by Smart Charge, which significantly reduces the financial burden on an estate.

When an EV-charging facility commences service, Smart Charge handles everyday operation and management. Regular reviews of electricity consumption and the needs of an estate are conducted, and Smart Charge would be happy to provide free support and consultancy to an estate when applying to the power company for an upgrade of power supply.

It is noteworthy that Smart Charge will, depending on an estate’s power supply situation, arrange a dedicated power supply to EV-charging facilities. This helps minimize any adverse impact on a building’s overall power supply.
